Arent Fox Announces High-Ranking US Justice Department FCPA Prosecutor To Speak at April 8 Foreign Corrupt Practices Act Event

    WASHINGTON, DC, March 30, 2010 – Arent Fox LLP is pleased to announce that Charles Duross, Assistant Chief in the US Justice Department Criminal Division’s Fraud Section, has joined Cheryl Scarboro, Chief of the Foreign Corrupt Practices Act Unit at the US Securities and Exchange Commission, as a keynote speaker at the upcoming “Foreign Corrupt Practices Act: What You Need too Know” event presented by Bisnow to be held at the Council on Foreign Relations in Washington, DC on April 8.

    Charles Duross is the Assistant Chief of the Fraud Section in the Criminal Division of the US Department of Justice. Since joining the Fraud Section in 2006, Charles has focused almost exclusively on cases involving violations of the FCPA. Previously, he worked his way to Deputy Chief in the Major Crimes Section in Miami by investigating and prosecuting a variety of criminal matters, including wire and mail fraud, money laundering, securities fraud, structuring, and mortgage fraud.

    Cheryl Scarboro is a long-time leading SEC voice on FCPA issues. Cheryl was recently announced to head up the SEC’s newly formed FCPA Unit. The unit is one of five national specialized units dedicated to particular highly specialized and complex areas of securities law. She has been with the SEC since 1992, having served as Associate Director, Assistant Director, Deputy Assistant Director, and Staff Attorney in the Division of Enforcement.

    Following the keynotes remarks from Mr. Duross and Ms. Scarboro, there will be a panel discussion of FCPA experts and practitioners. The panelists are:

Howard is responsible for providing international legal advice to all elements of the Lockheed Martin, including its international field offices, foreign subsidiaries and international joint venture companies. He has specific expertise with US laws and regulations directly impacting international business operations such as the FCPA and US. antiboycott laws, as well as the International Traffic in Arms Regulations and Export Administration Act and Regulations.

    Tara Flanagan, Director, Legal Services at Cisco Systems. Tara is Director of Legal Service for Cisco’s Global Public Sector Compliance Program and Product Security. She previously served as Legal Director for Cisco’s World Wide Services organization. Before Cisco, she worked as a government contracts attorney and commercial litigator.

    Tamika Tremaglio, Managing Director at Huron Consulting Group. Tamika has utilized her significant experience in forensic accounting investigations and corporate governance matters including SEC investigations to specialize in the assessment of economic damages, analysis of lost profits, forensic accounting and corporate internal investigations, other fraud investigations and bankruptcy matters. Tamika has also conducted forensic accounting and SEC investigations surrounding whistle blower allegations and conducted Internal and external investigations of suspected improper and fraudulent behavior by employees, vendors, contractors, executive directors and trustees of not for profit organizations, institutions, foundations and estates.

    Patrick Hays, Senior Attorney at The Shaw Group, Energy & Chemicals Division. Patrick administers his division’s compliance program, including managing the foreign agent committee, conducting foreign agent due diligence, and conducting FCPA training. He also performs commercial contracting duties with various petrochemical customers and subcontractors in domestic and international regions, including the US, Korea, China, Taiwan, Saudi Arabia, Germany and France.
