Prior to joining Arent Fox, Amy managed the health care practice for a federal relations firm, where she represented hospitals and hospital coalitions. She directed the Washington, DC practice of a state and federal relations firm in which she represented children’s hospitals, health plans and specialty providers.
Amy developed her health care policy background through years of public service with the Florida Agency for Health Care Administration and federal Health Care Financing Administration (now Centers for Medicare and Medicaid Services.)
Amy served on the legislative and budget team at HCFA during the passage of the Balanced Budget Act of 1997, developing significant experience on payment and financing issues. While at the agency, she worked on Medicaid disproportionate share hospital program policy, Medicaid provider taxes, intergovernmental transfers, drug rebates, 1115 waivers, development of the Children’s Health Insurance Program, and a wide range of agency budget issues. In 1997, she headed an agency implementation team on several BBA-97 payment issues.
Amy started her professional career in Florida, serving as leadership aide to the state House Majority Leader, Anne Mackenzie, where she managed the health policy and elder affairs portfolio for the Democratic Caucus and worked with House Members to develop legislative priorities, draft legislation, and create written content to support and promote Member initiatives.
Amy directed legislative affairs for the Florida Agency for Health Care Administration. In this capacity, she represented Governor Lawton Chiles and his health care agenda before the state legislature. During her tenure, Amy served as legislative point person for the Governor’s health reform proposals – including Medicaid expansion initiatives, health coverage for small businesses, fraud and abuse reforms, and state employee health insurance changes. She simultaneously led a statewide grassroots campaign in support of the Governor’s health care reform proposals.
In addition to her policy and legislative work, Amy has managed several state legislative races in Florida and a Congressional campaign in Illinois and volunteered in dozens of federal races.
