Her practice includes a wide range of legal issues arising from US regulation of international trade. *Admitted only in New York. Practice limited to federal agencies or courts. Client Work Diana represents foreign and domestic clients in trade litigation matters before the US Department of Commerce, the US International Trade Commission, the Court of International Trade, and the Court of Appeals for the Federal Circuit. She counsels clients on import regulatory proceedings and export compliance. She is experienced with all aspects of administrative antidumping litigation before the US International Trade Commission and the US Department of Commerce. Diana’s practice before the International Trade Commission also extends to trade actions under Section 337 and import compliance. Diana has assisted foreign governments and multinational corporations in several Section 337 Investigations, antidumping investigations, and administrative reviews under both non-market economy and market-economy regimes. Diana’s collaborative efforts with the Romanian authorities and the Embassy of Romania in Washington, DC have contributed to the successful revocation of Romania’s non-market economy status by the US Department of Commerce. She has worked on every antidumping proceeding involving Romania since it gained market economy status and on several cases prior to that time. Previous Work Diana’s academic training in both common law and civil law is complemented by professional experiences abroad. Her experience in Italy consisted in counseling Italian companies in the software industry on software licensing and investment in the US. Prior to joining Arent Fox, while completing her law degree, Diana participated in the early stages of the USAID co-sponsored project for the establishment of the Romanian over-the-counter trading system (RASDAQ), serving as assistant to the president of the Romanian Association of Securities Dealers. Professional Activities Diana is a member of the American Bar Association (ABA), Section of International Law and Practice, and the New York State Bar Association. Publications, Presentations and Recognitions Diana co-wrote ABA International Practitioner’s Deskbook Series, Joint Ventures in the International Arena, Second Edition, chapter entitled “International Trade Considerations in International Joint Ventures,” 2010. Life Beyond the Law Diana is fluent in Italian and Romanian.
