He focuses on trade relief proceedings, including antidumping and countervailing duty matters, customs, and matters before the Office of the US Trade Representative. Client Work John represents clients in matters before the International Trade Commission and the US Department of Commerce. He also has significant experience in handling matters before the Office of the US Trade Representative and Section 337 cases before the US International Trade Commission. Another key area of John’s practice is advising companies and individuals in matters relating to US embargoes and sanctions handled by the Office of Foreign Assets Control. He also advises companies importing goods into the United States in all areas of customs law, including: classification and valuation of products; country of origin requirements (for marking and preferential duty program purposes); bonded warehouses; foreign trade zones record-keeping; drawback; custom penalty actions and settlement thereof; alleged trademark infringement; Harbor Maintenance tax; customs criminal investigations; and the NAFTA. John Gurley also advises companies on food safety issues before US Customs, the FDA, and the US Department of Agriculture. John’s practice includes developing compliance programs for companies importing foodstuffs, including seafood, into the United States. John also has considerable experience in representing individuals in Foreign Claims Act cases before the US Department of Defense. Professional Activities John has been an adjunct professor in international trade at Georgetown University Law Center.
