Katherine Barker Marshall is an associate in the Communications, Technology & Mobile practice group. Katherine advises various types of clients including wireless carriers, wireline carriers, including carriers’ carriers, and VoIP (voice over Internet protocol) providers on state and federal regulatory issues.
Katherine regularly counsels clients in matters relating to mergers and acquisitions, certification, tariffing, universal service, E911, numbering, privacy, billing, regulatory compliance, and complaints. Katherine also represents international carriers seeking to operate within the US before the Federal Communications Commission (FCC) and other executive agencies, and has obtained clearance for these carriers to commence their US operations. She has appeared in proceedings before all fifty state utility commissions and the District of Columbia on behalf of competitive wireline carriers as well as wireless carriers.
She also drafts and negotiates telecommunications agreements, including interconnection agreements. She has negotiated a number of consent decrees with the FCC, and regularly represents clients before the FCC. Additionally, Katherine has conducted a number of regulatory compliance audits for carriers.
Katherine also advises non-carrier clients regarding various telecommunications issues, including private wireless licensing for industrial use and E911 issues.
