She represents clients before local and federal administrative bodies in land use, planning, and zoning matters, and she has litigated real estate matters at both the trial and appellate levels. Other areas of practice include historic preservation and preservation tax credits. Client Work Kinley’s work in the Washington, DC real estate arena includes: Securing a use variance to allow the renovation of the former Wormley Public School in historic Old Georgetown for multifamily residential use. Securing a special exception and multiple area variances required for the redevelopment of a former automobile sales showroom in the historic U Street Corridor into retail and residential uses. Approval of multiple area variances by the Advisory Neighborhood Commission, Capitol Hill Restoration Society and, ultimately, the District of Columbia Board of Zoning Adjustment to allow the redevelopment of a multiparcel property on Capitol Hill for the legislative headquarters of a national trade association. Defending an appeal before the Board of Zoning Adjustment and securing public space permits required for the redevelopment and repositioning of the historic Wardman Park Hotel in Woodley Park. Representing the District of Columbia Public Library in several development applications to replace or renovate several neighborhood libraries. Successfully arguing against the grant of a special exception to allow a large hotel in the famed Dupont Circle Historic District which would have had significant impacts on the historic Tabard Inn and its signature garden. Obtaining approval of a Planned Unit Development for a 100% affordable residential project consisting of workforce housing in Columbia Heights. Successfully modifying one of the District of Columbia’s earliest Planned Unit Developments to allow greater flexibility for a nonprofit owner in leasing existing retail spaces. Assisted in the re-zoning of District of Columbia land to allow construction of the Washington Nationals Baseball stadium. Providing real estate and zoning guidance to DC United related to potential locations for a new soccer-only stadium. Kinley’s practice also includes advising clients throughout feasibility studies and providing zoning guidance in connection with commercial real estate acquisitions, as well as assisting in resolving matters of title and survey in complex commercial real estate transactions. She also has experience negotiating construction management, underpinning, and community cooperation agreements for developers and community groups. In addition to representing developers, Kinley also has extensive experience in representing nonprofit organizations such as churches, private schools, and trade associations in acquiring, developing, and maintaining their real estate assets. Previous Work Prior to joining Arent Fox, Kinley was an associate at a large national law firm and a small local real estate boutique firm. While in law school, she was a law clerk to the Montgomery County Planning Board of the Maryland – National Capital Park and Planning Commission. Professional Activities Kinley is a member of the Commercial Real Estate Women (CREW) and District of Columbia Building Industry Association. Life Beyond the Law Kinley enjoys spending time with her husband and their dogs. She is an avid Washington Capitals hockey fan and can often be found cheering on the Caps at the Verizon Center.
