In his land use practice, Richard represents both developers and nonprofit organizations before federal and state agencies and courts. He counsels municipalities in the drafting of land use ordinances and in responding to development proposals for which federal agencies have permitting responsibilities.
Richard represents numerous major developers of commercial and residential tracts of land in connection with all facets of real estate development, including land acquisition, the use of investment tax credits, zoning and land use approvals, development entitlements, construction financing, leasing, and ownership structures.
With regard to federal regulatory issues, he represents municipalities, developers and nonprofit organizations before federal and state agencies on matters concerning permitting issues, contracting and in seeking federal legislation to facilitate resolution of development issues.
Richard has provided consulting services to the departments of the Army and Air Force regarding military housing privatization efforts; the Navy on base closure issues; and the General Services Administration on environmental, land use development and procurement issues.
