Based in Washington, DC, Matt is the managing partner of Arent Fox. Prior to taking on that role Matt was the practice group leader for the firm’s International Trade group and co-chair of the regulatory department. Matt is also a long-serving member of the firm’s executive committee.

Matt’s practice is focused on adversarial international trade proceedings, particularly antidumping and countervailing duty proceedings. His practice also extends to import and export regulatory matters including penalty proceedings, investigations and sanctions. Matt has a personal rating of AV (very high to preeminent) from Martindale-Hubbell. Chambers USA identified Matt as one of the leading international trade lawyers in the United States and Matt is included in Who’s Who in American Law.

In addition to his client work, Matt is the firm’s managing partner and in that role, serves on the firm’s executive committee and spends a significant amount of his time on management issues. For the last five years Matt also served as head of the international trade group, and was co-chair of the regulatory department, the firm’s largest management unit.

Client Work

For nearly 30 years Matt has represented major international corporations, governments, and associations in matters arising under the international trade and customs laws of the United States, the WTO Agreements (and before it the GATT), the NAFTA, and other agreements. In these proceedings Matt regularly appears before the US Department of Commerce, the US International Trade Commission, and the Office of the US Trade Representative. Because these matters often result in appeals to national courts and bi-lateral and multi-lateral tribunals, Matt also appears before the US Court of International Trade, the US Court of Appeals for the Federal Circuit, and NAFTA panels, and has advised clients with respect to appeals taken by national authorities to WTO dispute panels and the WTO Appellate Body.

In addition to his extensive trade litigation experience, Matt advises clients on other import and export related issues. He represents clients in investigations, penalty proceedings, audits, and compliance assessments by the Bureau of Customs and Border Protection (formerly the United States Customs Service). He also provides advice and counseling in connection with classification, valuation, and country of origin issues.

Matt’s clients cover a wide variety of industries, from raw and processed agricultural products (farmed salmon, fresh flowers, fruit juices, and sugar) to manufactured goods (automobiles, steel, specialty chemicals, and bearings). Matt has represented leading industry participants in the most complex antidumping, countervailing duty, and Section 301 proceedings, including Antifriction Bearings, Softwood Lumber from Canada, Hot-Rolled Steel from Japan, and Automobile Replacement Parts (Automobiles from Japan), among others.

Professional Activities

Matt holds memberships in the Customs and International Trade Bar Association, the American Society of International Law, and the International Section of the District of Columbia Bar.

Matt has been recognized annually by Chambers USA as one of the nation’s leading trade remedies and trade policy lawyers. Matt has also been recognized as a leading WTO practitioner by Chambers Global. Matt serves on the Best Lawyers® Advisory Board and was identified as being among the top International Lawyers by U.S. News & World Report, Super Lawyers magazine, and included in Who’s Who Legal and Who’s Who in American Law.
