Bill Goodrich, a partner in the firm’s Litigation Department, enjoys a richly diverse practice in government contracts law, with additional and related exposure to intellectual property, construction law, and commercial litigation. Bill’s long career with Arent Fox has embraced the full array of government contracts work, from the pre-award stage (teaming agreements, bid protests) to post-performance disputes, investigations, suspension and debarment matters, audit reviews, and claims. His principal interests include commercial item acquisition, government audit, defective pricing, cost allowability, Cost Accounting Standards, intellectual property rights under government contracts, “Buy American” requirements, foreign military financing, government pharmaceutical acquisition, as well as False Claims Act and qui tam litigation. Client WorkBill has been privileged to represent some of the finest companies and nonprofit organizations that do business with the government, including Clark Construction, LLC, the College Board, Marriott Corporation, Raytheon, Sony Electronics, Inc., and numerous others. Bill has also counted among his clients many companies from Japan, Korea, Israel, the United Kingdom, Switzerland, Germany, and other foreign countries. His practice spans multiple industries, including construction, information technology, information management, pharmaceuticals, medical equipment and supplies, security services, and others. Professional ActivitiesBill is a member of the ABA’s Section of Public Contract Law and a member of the Accounting, Cost and Pricing Committee. He serves as a member of the adjunct faculty at the George Washington University Law School, where for a number of years has enjoyed teaching “Legal Research and Writing” and “Introduction to Advocacy.” Publications, Presentations and RecognitionsBill has been interviewed and quoted on government contracts topics by Metropolitan Corporate Counsel, Legal Times, Washington Post, Washington Times, Wall Street Journal Europe, and the San Francisco Recorder. CNN Europe aired a short interview with Bill in connection with US efforts in rebuilding Iraq. He has written a number of articles published in scholarly journals, including the American Bar Association’s Public Contract Law Journal and the American University Law Review. Life Beyond the LawBill is a lifetime resident of the Washington DC area. He served in the US Navy as a Deck Officer on a destroyer during the Vietnam years. In his time away from law practice, Bill enjoys bicycling and golf. He also serves as a trustee of The Falls Church, an historic church dating to 1732 and from which the city of Falls Church, Virginia borrows its name. He has three grown children.
