Jon Cohn is a partner in the Health Care Practice. His practice is devoted to litigation and trial work with an emphasis on health care issues including long-term care, Medicare and Medicaid, fraud and abuse, and reimbursement disputes. Jon represents various long-term and acute care providers in many areas, including licensing, certification, civil and criminal enforcement, reimbursement and collections, and other regulatory and administrative proceedings. He also represents health care professionals in licensure and workers’ compensation proceedings.

Client Work

Prior to joining Arent Fox, Jon was a partner at a leading Los Angeles law firm where he was lead counsel for petitioner in the case of Carehouse Convalescent Hospital v. Health Care Financing Administration (Docket No. C-00-006), in which the Medicare termination of a skilled nursing facility was overturned (the government’s appeal of this decision was sustained). He was also co-counsel for plaintiff in the case of California Association of Health Facilities v. Department of Health Services, 65 Cal.Rptr. 2d 872 (Cal.1997), which involved the legal standard nursing facility licensees must meet to obtain dismissal of an administrative citation issued by the Department of Health Services.

Previously, Jon served as an adjunct professor at the UCLA School of Law. He has written articles, lectured, and participated as a panelist on a variety of topics, including the OBRA enforcement regulations, administrative appeals of state licensure and federal certification surveys, application of the reasonableness defense to citations issued under Title 22 of the California Code of Regulations, patient transfer/discharge, the regulation of residential care facilities for the elderly, restraints, informed consent, and other issues related to bioethics.
