David Salkeld is an associate in the international trade group and primarily practices in the area of customs regulations and compliance. His client work covers a range of traditional customs issues, including classification, valuation, entry, country of origin marking, binding rulings, protests, customs penalties and other enforcement actions. David assists clients in preparing for government customs audits and developing import compliance programs. David also counsels clients on other international trade matters, including trade remedies and export compliance and sanctions. David has worked with clients in a wide range of industries. He has worked with clients to minimize import tariffs using duty preference programs/free trade agreements such as NAFTA, MAFTA, KORUS FTA, GSP and Chapters 98 and 99. David has also counseled clients on customs-related requirements for other U.S. government agencies, such as FDA, and EPA. Previous WorkPrior to joining Arent Fox, David was an attorney-advisor with US Customs and Border Protection’s (CBP’s) Office of International Trade (formerly Office of Regulations and Rulings) for five years. While at CBP, he authored various administrative rulings and decisions focusing on classification issues and country of origin marking requirements and assisted in litigation matters before the Court of International Trade. David also helped develop border security and immigration regulations and represented CBP on several interagency working groups. Previously, he was an analyst at the Department of Commerce’s Import Administration where he worked on antidumping and countervailing duty proceedings. As part of his work, David conducted audit verifications of overseas facilities subject to AD/CVD investigations. Professional ActivitiesDavid is a member of the ABA’s Section of International Law, the American Association of Exporters and Importers (AAEI), and the Customs Lawyers Association (CLA). David is also a former Vice President of the CLA. Publications, Presentations, and RecognitionsWhile at CBP, David helped develop training materials and trained CBP field personnel in classification principles. David has also spoken to groups on tariff classification issues. David received a Commissioner’s Award in 2007 and an award from the Commerce Department in 2002. David received the firm’s Albert E. Arent Pro Bono Award in 2009 for his work on pro bono matters. Life Beyond the LawDave has a working knowledge of Spanish and enjoys international travel.
