Brett G. Kappel is counsel in the Firm’s Government Relations and Political Law Practice Groups. Brett’s practice is primarily focused on campaign finance law. He advises corporations, trade associations, Members of Congress, candidates for public office, political action committees and Super PACs on federal, state and local campaign finance laws and regulations. He also represents clients in Federal Election Commission enforcement proceedings, rulemakings and the advisory opinion process. Over the course of his career, Brett has represented numerous clients in dozens of Matters Under Review (MURs) before the Federal Election Commission and has substantial experience negotiating conciliation agreements with the Commission. In 2012, Brett served as general counsel for a presidential campaign and was the co-author with Craig Engle of the advisory opinion request that resulted in the FEC allowing campaign committees to accept contributions by text message. Brett also represents corporations and trade associations before Congress and various executive branch agencies in the development of public policy and legislation. Brett has lobbied Congress on a wide variety of issues including aviation, energy, financial services and intellectual property. In addition, Brett advises clients on the development of government relations programs, including the creation and operation of political action committees and other ancillary tax-exempt organizations as well as compliance with federal, state and local lobbying, ethics and gift law regulations.
