Patrick Quigley is an associate in the Litigation Department at Arent Fox. Patrick’s practice includes litigating bid protests, claims and prime-sub disputes at the US Court of Federal Claims, Government Accountability Office (GAO), Boards of Contract appeal, federal agencies and state courts. He counsels clients on procurement law compliance and small-business issues, conducts internal investigations, advises on government contract aspects of business transactions, and prepares and negotiates subcontracts, teaming agreements, and conflict-of-interest mitigation plans.

Client Work

Patrick’s client work has included:

  • Defending a government prime contractor as lead associate at a bench trial in the Circuit Court of Fairfax County, Virginia. This prime-contractor/subcontractor dispute about breach-of contract claims involved data rights and resulted in a judgment for defendant.
  • Representing protestors from a variety of industries in GAO and agency-level bid protests resulting in corrective action by the agencies in nearly two dozen cases.
  • Representing an intervenor, a high-tech company providing engineering, IT, operations and maintenance, logistics and program management services, in a bid protest that was dismissed at the GAO and then filed and withdrawn at the US Court of Federal Claims.
  • Representing an intervenor, a global IT service provider, in a GAO bid protest that the protester withdrew after outcome prediction alternative dispute resolution (ADR).
  • Representing a protester, an international consulting firm, before the Federal Aviation Administration’s Office of Dispute Resolution for Acquisition, obtaining agency corrective action after mediation.
  • Advising an interstate transportation authority board regarding bid protest appeals.

Previous Work

Prior to joining the legal industry, Patrick was a Foreign Service officer, serving 16 years with the US Department of State, where he was assigned to Somalia, El Salvador, Columbia, Peru, India and Washington, DC. After leaving the Foreign Service and before joining Arent Fox, Patrick worked at two large law firms where he focused on government contracts matters and large, general commercial litigation cases. From 2004-2005, Patrick served as law clerk to the Honorable Diane Gilbert Sypolt of the US Court of Federal Claims.
