David Carter is a member of the Communications, Technology, and Mobile Practice Group. David’s practice has a particular emphasis on disputes between telecommunications carriers, and regulation of the open Internet, the mobile web, and mobile health devices. He represents competitive and incumbent local exchange carriers (LECs), Internet and voice over Internet protocol service providers (VoIP), and wireless companies, and has experience working with Educational Broadband Services (EBS) and other spectrum license holders. He has extensive experience litigating business disputes, including cases involving contract or tariff breach, torts, employment, and consumer protection claims. He regularly advocates for clients before federal trial and appellate courts, the Federal Communications Commission, and various state regulatory agencies.

David also has an active practice working with nonprofit organizations and social enterprises. In that capacity, he has served as a lead representative to Accelerating Market-driven Partnerships (AMP), an international partnership convened by the United States Department of State to tackle social issues through market-based approaches. David is a regular speaker about the legal issues confronting social entrepreneurs. He serves as an Adjunct Professor for the Graduate Program in Social Entrepreneurship and Change at Pepperdine University, in Los Angeles, California.

Previous Work

Prior to joining Arent Fox, David served as director of programs and general counsel for a social enterprise focused on building the capacity of economically distressed communities and on preparing college students for successful careers as leaders of social sector organizations. He oversaw the organization’s regulatory and legal compliance issues, managed a $1.2 million federally-funded effort to improve student service, and convened a national conference examining the role of technology in fueling social innovation.
