Prior to joining Arent Fox, Stephen practiced in the regulatory and litigation departments at a large regional law firm, specializing in telecommunications, privacy, and energy-related matters. While there, he negotiated interconnection agreements, reviewed and drafted commercial contracts, performed regulatory due diligence in a multibillion dollar utility purchase offer, and provided litigation support in a number of communications-related disputes.

Prior to his legal career, Stephen worked as a project manager and multimedia specialist in information technology, where he managed web-based software development projects, and earned a number of technical certifications.

Stephen is a member of the American Bar Association (Section of Public Utility, Communications, and Transportation Law; Section of Environment, Energy, and Resources; the Federal Communications Bar Association; and the International Association of Privacy Professionals). He is also a member of the World Affairs Councils of America.

Stephen spends his free time with his wife, Tabatha, and their daughter, Zoë. He enjoys traveling, reading, hiking, and photography.
