During her more than 25 years in Washington, DC, Sandi Stuart has gained substantial experience in both the legislative and executive branches of government and in the private sector.

Client Work

Among her successful advocacy efforts:

  • Serving as the lead lobbyist, she was able to facilitate the successful merger of two major music companies, in spite of opposition by competitors and some key Members of Congress.
  • When the Enron scandal broke, she was enlisted to be a key advisor to a major bank which was caught in the fallout. She worked with the top executives of the bank to successfully navigate the Senate investigation and hearing.
  • Sandi was the lead lobbyist representing a major health care company in its efforts to gain a large Department of Defense contract for military health care services. The company was awarded the initial contract and the follow-on renewal contract.
  • She developed the strategy and led the government relations effort for a large international food service company in its bid to win the first ever outsourced contract for a military service. The company won the bid.
  • When the Ford-Firestone crisis came under investigation by both Houses of Congress, Sandi was a key strategist and lobbyist for a major trade association which represented the tire industry. Her efforts were a key factor in the successful legislative and regulatory outcome.
  • Sandi was a key advisor to the head of an international bank during a House and Senate congressional investigation into a failed UN Humanitarian mission. The investigation and subsequent hearings ultimately exonerated the bank in its dealings with the UN.
  • Sandi was successful in assisting numerous nonprofits in gaining authorizations and appropriations for key programs.
  • She led a coalition of tech companies in navigating US government and the EU’s processes on patent rights.

Previous Work

Prior to affiliating with Arent Fox, Sandi Stuart was senior partner at Clark & Weinstock. She joined that firm following a 20-year career on Capitol Hill and in the executive branch, gaining extensive legislative experience.

Sandi represents clients in a broad array of public policy areas, including health care, technology, defense, and nonprofits. Her clients have included Yahoo!, Ericsson, Health Net, TWC, PPG, Broadcom, Microsoft, JPMorgan Chase, Universal, BNP Paribas, the National Prostate Cancer Coalition, and Lockheed Martin. She has extensive experience with mergers & acquisitions and crisis management.

Previously, Sandi was the assistant secretary of defense for legislative affairs at the Department of Defense (DOD). She was the DOD’s direct liaison to all members of Congress and coordinated all activities relating to Senate and House consideration of the department’s legislative agenda. In addition, she was a senior member of the White House, NSC, State Department, CIA, and DOD teams on all international matters before Congress. For her service, she was twice awarded the DOD’s Medal for Distinguished Public Service – the department’s highest civilian award.

Prior to joining the Clinton Administration, Sandi was a member of the House Democratic Leadership staff, coordinating the activities of the Democratic Caucus and the Democratic Congressional Campaign Committee. She served as the chief of staff to Rep. Vic Fazio (D-Calif.). During the same period, as associate staff on the House Appropriations Committee, Sandi drafted and managed legislation on a variety of issues including defense, foreign policy, health care, trade, and the legislative branch. Previously, Sandi was associate staff on the House Budget Committee. Prior positions include legislative assistant to Rep. Fazio and Legislative Director to Rep. Bob Matsui (D-Calif.).

Professional Activities

Sandi is currently president of America’s Trust, a bi-partisan and bi-cameral nonprofit association which provides venues for policy debates for Members of Congress. She is also on the board of directors for the California State Society, the advisory board of the US Merchant Marine Academy, and the board of the Florida House.

Publications, Presentations and Recognitions

Sandi is widely recognized for her extensive experience with Congress and the legislative process and has commented frequently on national politics and public policy, including the Congressional Quarterly series, Women in Government Relations seminars, the California Journal seminars and the Congressional Management Foundation’s workshops for new Members of Congress. The Hill has named her as a top Democratic Lobbyist, and for the past four years, Roll Call named her one of Washington, DC’s “top lobbyists.” In addition, Sandi was selected to be a key mentor for the US Chamber of Commerce's mentoring programs for young woman professionals and the Chamber's programs to assist military spouses in their efforts to pursue professional careers.

Sandi is married to D. Michael (Mike) Murray and they have four children.
