David advises clients on customs, export controls and economic sanctions, and trade remedy litigation. In particular, David’s work focuses on audits and internal investigations.
David passed the Customs Broker Exam in October 2015 and is slated to received his license.

David has extensive experience in the area of customs prior disclosures, internal investigations, and developing compliance programs. David is also well-versed in a variety of international jurisdictions. David develops statistical sampling plans, import data analysis and training of the Automated Commercial Environment (ACE) portal, as well as maximizes clients’ business software for disclosures, investigations, and regulatory compliance.
David along with the audit team covers a wide range of customs issues, including: tariff classification; valuation; entry procedures; duty preference programs (e.g. USMCA and Generalized System of Preferences (GSP)); reconciliation; duty drawback; customs bonds; protests; binding rulings; customs penalties and other enforcement actions.
David’s export controls experience includes assisting corporations in a variety of industries with conducting voluntary self-disclosures and internal investigations, designing and implementing compliance programs, and composing licensing and commodity jurisdiction requests for BIS at the Department of Commerce, DDTC at the Department of State, and OFAC at the Treasury Department.
David also attends agency or congressional meetings on behalf of clients; monitors regulatory and legislative issues on behalf of clients; performs due diligence in merger and acquisition transactions and assists clients with Foreign Corrupt Practices Act and False Claims Act matters.
