During the revolution that ensued, David led the legal team that helped the NTC convince the US State Department to recognize it as the sole legitimate government of Libya. He was also instrumental in helping the NTC, in coordination with the US and UK Governments, to unfreeze $1.5 Billion USD in frozen Gaddafi assets abroad so that they could be transferred to Libya during the humanitarian crisis of the Summer of 2011. He later served as the US legal counsel to the first democratic government of Libya and then to each successive UN-recognized government thereafter.
