Natan provides effective solutions for domestic and international clients involved in trade proceedings and customs matters before federal administrative agencies, federal courts, and international dispute settlement bodies.
Previous Work
Prior to joining Arent Fox, Natan worked as an attorney in the Department of Commerce’s Office of the Chief Counsel for Trade Enforcement and Compliance. There he advised International Trade Administration officials on trade remedies proceedings and defended the agency in domestic litigation and through international dispute settlement. Natan has litigated cases at the US Court of International Trade and Court of Appeals for the Federal Circuit, and at the WTO.
In addition, Natan has advised on a broad range of trade matters including AD/CVD investigations and administrative reviews, anti-circumvention reviews, and class or kind determinations. He also advised the Administration’s Petition Counseling Unit on requirements and standards for initiation and self-initiation of AD/CVD investigations for a various industries including raw materials, metals, synthetics, chemicals, renewable energy technologies, textiles, and food products.
Natan also assisted Commerce with formal regulatory rulemaking and conducting Trade Remedies Evasion Investigations in tandem with US Customs and Border Protection under the Enforce and Protect Act of 2015.

Natan is a member of the Customs and International Trade Bar Association.
Life Beyond the Law
Natan previously lived in China for five years and is fluent in Mandarin. He enjoys traveling, chess, and classical guitar.
